In loving memory of Howard (Howy) Sinclair Jones
Dear OCASI family,
It is with deep sadness that we share the news of the passing of OCASI’s founding Executive Director, Howard (Howy) Sinclair Jones. Howy has now joined the ancestors, leaving behind a remarkable legacy that has shaped our organization and our sector in enduring ways.
Howy was above all, a warm and generous spirit – ever upbeat, quick with humour, and deeply compassionate. His advocacy for immigrant and refugee communities and passion for justice and equity was fueled by conviction and a rare gift for connecting with people and lifting them up.
Howy immigrated from England in 1970 as a civil engineer, with a PhD in Structural Engineering. In those early years he was involved with nonprofits in Canada and the UK, focusing on services for immigrants and refugees, immigration policy, anti-racism, and human rights. Within a few years of arriving in Canada, he became a volunteer at the Cross Cultural Communication Centre, a much loved and respected Toronto-based non-profit that was a hub of anti-racism activism (now closed). It was there that Howy joined the founding circle of individuals and organizations that would eventually give rise to OCASI - Ontario Council of Agencies Serving Immigrants.
With Howy’s visionary stewardship, and with the backing of our founding members, OCASI was set on a firm course of policy advocacy and anti-racism work. Among his notable achievements was leading the sector’s most impactful advocacy campaign to date - a landmark 1980-81 letter-writing initiative that successfully defended federally funded immigration settlement programs. In an era before the internet and before email or social media, when every letter was typed or handwritten and mailed, the campaign generated an astonishing 6,000 letters. It was a testament to Howy’s extraordinary ability to mobilize communities. Today, digital campaigns make participation easy. Back then, that groundswell was nothing short of heroic.
Remarkably, all of this foundational work was done on a volunteer basis, as OCASI’s first paid staff position was not established until 1982. Howy was the first employee. Over the next 13 years, he went on to oversee every aspect of OCASI’s development and growth. Even after stepping down, he remained a steadfast supporter for another decade as an independent management consultant. During that time, OCASI began laying the groundwork for the sector’s technological modernization under his leadership. Howy also actively contributed to the development of the award-winning Settlement.Org website, a resource that still serves immigrants and refugees across Ontario.
We have lost a treasured member of our OCASI family and our sector has lost a pioneer, but Howy’s legacy lives on. He was a committed anti-racism activist and a determined champion of equity, fairness, and justice for all migrants – whether immigrants, refugees, or people without status.
And as one past OCASI staff member, hired by Howy and who worked closely with him for many years, beautifully put it: “Howy carried so much institutional memory, and he shared it with such clarity, humour, and heart. He was a storyteller through and through.”

C'est avec une profonde tristesse que nous vous faisons part du décès du directeur général fondateur d'OCASI, Howard (Howy) Sinclair-Jones. Howy a rejoint les ancêtres, laissant derrière lui un héritage remarquable qui a façonné notre organisme et notre secteur de manière durable.
Howy était avant tout un esprit chaleureux et généreux — toujours optimiste, plein d'humour et profondément compatissant. Son plaidoyer en faveur des communautés immigrantes et réfugiées ainsi que sa passion pour la justice et l'équité étaient animés par une conviction profonde et un don rare pour nouer des liens avec les gens et les élever.
Howy a immigré d'Angleterre en 1970 en tant qu'ingénieur civil, titulaire d'un doctorat en génie structural. Au cours de ses premières années, il s'est impliqué auprès d'organismes à but non lucratif au Canada et au Royaume-Uni, se concentrant sur les services aux immigrants et aux réfugiés, les politiques d'immigration, la lutte contre le racisme et les droits de la personne. Quelques années après son arrivée au Canada, il est devenu bénévole au Cross Cultural Communication Centre, un organisme à but non lucratif torontois très apprécié et respecté, qui était un carrefour de l'activisme antiraciste (aujourd'hui fermé). C'est là que Howy s'est joint au cercle fondateur de personnes et d'organismes qui allaient par la suite donner naissance à OCASI (le Conseil ontarien des agences desservant les immigrants).
Sous la direction visionnaire de Howy, et avec l'appui de nos membres fondateurs, OCASI s'est engagé fermement sur la voie du plaidoyer politique et de la lutte contre le racisme. Parmi ses réalisations notables, citons la direction de la campagne de plaidoyer la plus marquante du secteur à ce jour — une initiative historique de rédaction de lettres en 1980-1981 qui a réussi à défendre les programmes d'établissement des immigrants financés par le gouvernement fédéral. À une époque antérieure à Internet, aux courriels et aux réseaux sociaux, où chaque lettre était dactylographiée ou écrite à la main puis envoyée par la poste, la campagne a généré un nombre stupéfiant de 6 000 lettres. C'était un témoignage de la capacité extraordinaire de Howy à mobiliser les communautés. Aujourd'hui, les campagnes numériques facilitent la participation, mais à l'époque, ce mouvement de fond était tout simplement héroïque.
Fait remarquable, tout ce travail de fond a été accompli de manière bénévole, car le premier poste rémunéré d'OCASI n'a été créé qu'en 1982. Howy en a été le premier employé. Au cours des 13 années suivantes, il a supervisé tous les aspects du développement et de la croissance d'OCASI. Même après avoir quitté ses fonctions, il est resté un fervent partisan pendant une autre décennie en tant que consultant indépendant en gestion. Durant cette période, OCASI a commencé à jeter les bases de la modernisation technologique du secteur sous sa direction. Howy a également contribué activement au développement du site web primé Settlement.Org, une ressource qui sert encore aujourd'hui les immigrants et les réfugiés dans tout l'Ontario. Aujourd'hui, ce site web est également disponible en français sous le titre : Etablissement.Org.
Nous avons perdu un membre précieux de notre famille OCASI et notre secteur a perdu un pionnier, mais l'héritage de Howy perdure. Il était un militant antiraciste engagé et un champion déterminé de l'équité, de la justice et de l'égalité pour toutes les personnes migrantes — qu'il s'agisse d'immigrants, de réfugiés ou de personnes sans statut.
Et comme l'a si bien exprimé un ancien membre du personnel d'OCASI, embauché par Howy et ayant travaillé étroitement avec lui pendant de nombreuses années : « Howy portait en lui une mémoire institutionnelle si riche, et il la partageait avec tant de clarté, d'humour et de cœur. C'était un conteur dans l'âme. »
