On August 13, 2010 the MV Sun Sea arrived on the coast of British Colombia carrying 497 asylum seekers. On October 21, 2010 the federal government introduced Bill C-49: Preventing Human Smugglers from Abusing Canada's Immigration System Act in Parliament. The Bill was introduced as an anti-human smuggling measure. However, the majority of provisions are focused on the treatment of refugees based on their mode of arrival to Canada. They violate the Canadian Charter of Rights and Freedoms, and Canada's international human rights obligations. There are very few provisions that are focused on preventing or dealing with human smuggling.
