Civil Society Coalition Demands Immediate Withdrawal of Harmful Legislation

Toronto / June 12, 2025 - A coalition of over 70 civil society organizations from across Canada sent an Open Letter [ Lettre ouverte ] to Prime Minister Mark Carney, Minister of Public Safety, Gary Anandasangaree and Minister of Immigration, Refugees and Citizenship, Lena Metlege Diab, to express deep concern that Bill C-2, The Strong Borders Act will put refugee claimants, immigrants and migrants at grave risk.

The proposed legislation threatens to strip protections from the most vulnerable—including women fleeing violence, LGBTQ+ individuals, and racialized communities—while violating Canada’s international human rights obligations.

It will hurt those who need the most help, at a time when they are most vulnerable. “Bill C-2 is a dangerous rollback of refugee/migrant rights that shuts the door on the most vulnerable, including women fleeing violence, LGBTQ+ individuals, and racialized communities. The coalition is also calling on Canada to terminate the Safe Third Country Agreement with the U.S., which has long exposed refugees to danger and detention.
